Have found a flaw in the game, and have a solution.  Basically aeroplanes when in cities should be destroyed by tanks in one hit.  (Solution) Also in theory when an airport is destroyed all planes along with it should be destroyed.  Aeroplanes on ground should be vulnerable to bombs and tanks.
