how in the map creator to ensure that a unit dont moves and attacks on turn 1

I cannot make sure that a unit does not move and attack from turn 1 when I put in the editor trigger condition turn1 player 1 started unit movement -3 and action -1 it doesn't work it's only in turn 2 that the unit doesn't move anymore so if you have any ideas so that the unit does not move on turn ...
