Medical Assistance +3 heal rate, lasts 5 turns
Impart Knowledge +2 ability power, +1 power, lasts 3 turns
Deep Insights +10% conversion chance, lasts 5 turns
Dismiss Propaganda
Builders Advancement Centre

I like it. Currently advancements centre doesn't have any Trainable units.
This could work like battlefield blacksmith but on advancements centre of course.

He could have other abilities also, but idk what.
Maybe -
Deep insights
- +20% Mental resist
- +0.5 heal bonus
- +10% of the unit's atk or simply +1 atk.
With precise knowledge, tips, insights and so on given, the unit now knows more things about life, war etc.

If it's supposed to be battlefield blacksmith equivalent, then abilities needs to he be separated. E.g:
- medical preparation: +healBonus
- medical assistance: +healRate
- impart knowledge: +abilityPower/attackPower (maybe both they are often interchangeable depending on action or limited to buffers/debuffers)
- deep insights - maybe conversion chance? or skip it.

I'd really want this dude in-game.
Image will be a middle-aged bald and bearded man with glasses (or not) on a dark blue robe with additionally green pants and team colored shoes and lastly holding a scroll of some sort.

Maybe conversion resistance? Giving a little bit of knowledge, tips or a part of studies about something related to a propaganda or persuasion of some sort.

Conversion resistance has it's effect, which describes it almost completely - promote loyalty.
And mental resistance would rarely be related to intellectuals.
It's a combination of faith, privilege (including wealth, social standing), code of conduct/social repercussions for lack of following it. I define it like that, because it stands in opposition of conversion - which is the representation of propaganda power.
Scholars were not very known either for great loyalty, nor for promoting it. On the contrary - there are many historical records about them being in slight opposition towards rulers.
Although another ability could be easily given - dismiss propaganda. That's what is more of a representation of classic scholars effect on people.
