Balance changes and fixes:
Human underground fortress hp down to 650 (building cost kept the same),
increased cooldown on drone silos summons (6 turns),
reptilian transport speeders locked behind the hover recon tech,
ballistic missile launcher's cost increased to 7, power range penalty (how much less damage it deals every tiles further away from the epicenter) increased to 75%, it is now unable to both move and attack in the same turn.
