I do not know what info you gather about each player, but I guess you could easily get a pattern of inactive players through the statistics/ logs. They might be people who download the game and go right away to the multiplayer mode without even having played once against the computer. I do not know. Are inactive players just 1 time players?

Maybe you could leave the multiplayer mode inactive until they play and win x campaigns, x games or something like this. In this case (and of course, assuming that inactive are people that download the game and go directly to the multiplayer mode; which is just an assumption) you would have less players but of higher quality.

Other players could also give their insights on this issue.

I suggest that the players that have not been fully trained, not had the opportunity to play in multiplayer. frankly,I myself was inactive player. wanted to create a map that would be with a friend to play on one phone,but due to the language barrier I messed up button. . translate through Yandex translator. if there are error-sorry!

Now I've got a great idea! What if you could set the time what players have for one turn? If you can't't be so often on on the computer, go to the slower-paced games. The options sould be in my opinion: 24hrs (the current timer), 12hrs, 6hrs, 1 hour, 30 min, 20 min, 10 min, 5 min and 1 min for the fastest. Or just make an input field with two radio buttons hours/minutes.
