upgrade list upgrade?

What if every time you complicated a campaign or every few maps you could get to see the upgrade, not have it bought for you, but unlocked. This would replace the gem unlock way we have now.
A thousand may fall at your side,
And ten thousand at your right hand;
But it shall not come near you.
Only with your eyes shall you look,
And see the reward of the wicked.
