I think the plan was to use weaker countries that fought during WW2 as a part of an alliance.

Finland was technically neutral.

They fought against the Soviet Union when they refused to give up their land for the Soviet's defensive needs. Stalin lost a large quantity of men trying to capture the Finnish province. Skilled Finnish troops used skis to skirmish poorly prepared Soviet infantry, (who ironically suffered from Finland's cold climate as well. ) and to lodge sticks of wood in between tank tracks.

Sadly they were overwhelmed by even better Soviet troops and failed to hold the province.

A good special unit would be a Ski Infantry that recieves bonus movement and attack in snow tiles, but loses health to forest tiles due to running into them.

Well I am here to give my Important Views on Your Interesting Topic that why Dev Can't add Finland so in 1939 November Offensive was launched to take down Finland General Sphasnikov Give a good plan To take down Finland Karilai Army in 2 weeks by taking Mannhermin line and then Beach Invasion towards Helshinki then Phulla It was Simple plan and easy for Red army to complete But Stalin'& say Too bad Try Again then Kaskovi Introduce his plan which was Over Complicated It was Copy Version of BlitzKrieng which was Impossible to Conduct on Such a Heavy Snow Territory So they Failed Losing Four Hundred Thousand Red army soldiers but then Stalin Kick Kaskovi Out and General Sphasnikov In so Sphasnikov plan was Conducted and Uraaaaa Red army won when Finnish Found themselves finally Beaten They Automatically Surrender to save there large Piece of land and they successfully did it this time Stalin who expected 7 Navy Bases have only Received one Navy base in Lake Diaoga why did Fins Win Because they have full advantage of there land but in 1941 Operation Barborussa Hitler invade Ussr but in 1943 they lost there Offensive and Red army Begin to achieve There victorys but in 1941 Fins have join with axis To participate in Operation but they were only able to take There own land back they have no navy just patrolling Boats So when they try to take USSR Territory it was not that Environment it was Clean Plains Means they can't use there Skies Tactics Worst time comes when they see that there old Vicors tank was not able to Fight Against Red armies T34,IS1,IS2,KV1,KV2 or even Red armies BT7 was Advance tank then There's Vicors tank There Armies were Incircled near Liningrade So they lost 11 thousand Elite Troops There Supply Lines get weak soldiers start Starving Trucks tiers were not capable of going threwout these Bad Infrastructures 1943 December they were still not good fighting against Red army Because they no supplies so in 1944 January They have to agree there Defeat and have to pay 15 Million Dollars to USSR for 5 Years It show us that they outdated Equipments they were only able to Fight in there own Territory not in others So you should think that If you jump in a match with Finland VS USSR you don't want your Thick Armour Vicors Tank with only 15 mm Gun get Destroyed by a T34 having Heavy Armour plus Higher Speed plus 85 mm Gun your Skies Troops get Destroyed by Russian Flamethrowers T34,IS2 Remember Fins Never have Any heavy armour or even a Medium tank they just have small tank they never have Mortars Because mortars are Expensive So Fins never buy it in 1939 Winter war or 1941 Barborussa Operation Neither Germans Supply them Mortars or any of there Equipments You have no Fighter planes,Fighter Bombers Or even Heavy Bombers They just have Small Patroling Planes you don't want your old ww1 style Big planes to fight against Advance Red air force Yak 8 Fighter plane even Dev add Finland in there Axis No one want use it Because it got nothing

This wasn't an idea to add Finland as an independent country, but as auxiliary units for in game Axis faction to give them unit specialised for snow terrains.
