I will support packed idea only wen there is a proper plan to nerf defensive strategies that will make packed sieges a viable option (for example, defensive ballista not shredding infantry easily, battering ram protecting a tc can b easily destroyed without spamming cannons and catapults, units like petardier deals higher damage than sieges on buildings and castle, cannon has higher miss chance on cavalry etc.)

1. No more ram used as strong tc defender (packed ram could have e.g. 20-40hp only).
2. No more safe ballistae and catapultae - they have to be out in the open to shoot.
3. Much more space used to set up defences.
4. Because they are in the open - they can be attacked by petardier, thus increasing his usefulness.
5. Siege engines finally susceptible to cavalry attacks (unless full defensive structures used).
5. As a bonus walls are becoming more valuable option.
So it would affect both defending and attacking sieges (and make them more balanced vs each other).
Looking at the damage/tactics potential of just castle with two fortresses close by, I would say defending siege is actually nerfed more - 7 (9 if upgraded castle) siege units could be packed in 8 tiles with additional bonus of 5 fire arrows (4 + weakened trebuchet shot if upgraded castle).
After such change they would need to be positioned outside - it would require much more dynamic approach or setting additional defensive structures.

Now I'm gonna start with the jsons.
Exact stats:
Ballista: standard, moving version is produced. Can be carried. Has the same stats as now, but 0/3 armor and only 1 attack ! As a compensation I was thinking of 2 movement as a base (without increase on upgrade). Can be transformed (only outside) to standing version or siege version (from StormSaint373 idea).
Standing version would be the same as current ballista, but with no movement. Maybe +1 pierce armor and/or +1 range (researchable?). Possibility to transform into moving version or siege.
Siege version would have to be researched and have single attack similar to catapult, but without area (or maybe area added by the same research as catapult - Area Effect) and with only 40-70% damage. No movement. Only possibility to transform.
Catapult: standard version is made by worker. Factories make moving version.
Standard version cannot be carried, has -1 range (6 and 7 on upgrade), 0/3 armor and lowered attack by 20-40%.
Moving version cannot attack and has 3 speed. Can be carried.
Standing version has full attack and range.
All can be transformed into other two.
Trebuchet: moving (packed) version is produced. Has 3 speed, cannot attack and cannot be carried. Can transform into standing version.
Standing version is the same as now, but no move and possibility to transform.
Battering ram: packed version is produced by factories. Worker makes standard version.
Standard version is the same, but have uniform 2 speed across all upgrades, ability to transform and cannot be carried.
Packed version has a little lower damage bonuses (+500%, +2000%), armor set as 0/2 -> 1/3 -> 2/4 and 42->50->60 hp, but can be carried. I am also considering not allowing them to carry units in this transformation.

Cannon standing image could b current one and packed looking like cannoneer pushing cannon or something

I already made them.
I admit - I was being lazy with canno eer and hwacha, but it fits the concept - those two will have 0 action transformation (if it works - I am testing).
It's just to deny them shooting from buildings.
