hm well that depends if a man at arms with +2 attack and armor is considered OP. I don't think so, it would make it competitive.

I think that upgrades should give the benefit to every unit of that kind

I think that either way you go, you should just make sure it's stated somewhere (ie if you decide only basic units get the upgrade benefits).

I know, but "better units" costs more turn, and n an advanced game i feel they shouldn't become too much weaker than basic upgraded units

I guess I have to agree.

A legionary in late game will be completely outmatched by a fully upgraded man at arms.
