Why does it have to be magic, humans can build things without magic also.

No i mean we can make it that tis ballista is connected to magic.
normally it deals normal damage and once per n turns it can shoot arcane missle that deals huge area damage.

It will be magic infused one, dwarves can't make such things.

Also 2x2 is too big still. real size of medieval catapults is nearly same (a bit smaller only). Some could even be bigger than that. But they still take 1x1 place and can be moved in wagon.
Also 2x2 size means that this thing must be of comparable size as Castle/Temple/Volcano/Kingdom. i don't think it is really of that size.
I would love to see 2x2 giga units in game but dont forget that moving units can not be that big... Only stationary units.
