Add "Thug" unit for crime, he will be a tough men with cub. A hp tank, similar to shielder ( I think shielder should have more armor than hp though)

How about turning Biker gangster into a fast 1 capacity transport unit or giving biker gangsters weapons like chain or sawed off shotgun

wats wrong with police being the good guy, remember this is our game,we can make anything we want, also I was thinking there can b player controlled doors, and staircase to second floor, only police station and mafia den can b 1 tile buildings (or bigger like castle size), other buildings will have only walls and floors,and only doors will b destroyable, so u can enter buildings and fight indoor

I definitely like the ideas of second floor.

Or maybe police station will be super big like 5x5, but the police team can produce swat van which is a moving factory to deploy swat team. The criminals don't have big base, they need to hide indoor and make a building called stash. Each stash allows the criminal to build a weapon storage which is a factory for criminals unit. More drug stash=more money.
