I agree with both of you.
Also in civilization there are limitations in city spawning since you need a certain free radius around them.

Homes sounds like interesting concept to raise population
TC-gives 5 population
House-gives 2 population
you need to build houses to produce more soldiers, workers
Additional option is to give more expensive units more population cost
2-3 turn units takes-1 population per one
4-5 turn units takes-2 population per one
6-7 turn units takes-3 population per one
8-and up turn units takes-4 population per one

I just hope this will be a mode and not a must have feature. Imagine campaign maps where you have armies and have to make more troops.

This would be an interesting concept,each race going to get a basic house depending on the race? E.g.
Orc- hut
Human- house
Elf- Elf house
Dwarf- tunnel home
Undead- cemetary
Scaledfolk- swamp hut (not to be confused with swamp barracs)
