Right now all I see it as is a waste of their tc just for decoration.

Yea about that.
As Far as AI using Techs idk how do I get them to do it.
I put weight on it but it seems no affect happen yet if humans had the ability to build they're blacksmith they can produce a good amount of the upgrades
