Rockets was one of the most feared weapons on the seas, and also has practical use on land, during the Napoleonic era.
Unlocks rocket units and probably rocket launch abilities of some other units.

Extra notes about rocket weapons, probably already proposed but may worth mentioning some of them:

• Processes even lower accuracy unlike other ballistic weapons, but not a very big problem if the target is a large object, like buildings or larger ships.
• High chance setting fire on its victims.
• Splash damage (since it is explosive.)
• High bonuses vs buildings and even better vs large ships.

Yep, we already have something line that planned, we didnt think about the burning effect, so thanks for your input.
