Infantry units equipped with AA mg's or the fliegerfaust to fight low altitude fighter and fighter-bomber.
This Unit would fill a void in the arsenal of troops, since you can fight these aircraft only with own fighters or vehicels.

I don't see the point though. Most AA guns only cost 2-3 turns. I think it was rejected anyway.
