Makes Elite Builders Add a New Ability to Dedicate Construction

+10 mend rate
could not repair when in this mode and cannot move

make only in reach center

This is seriously overpowered.

mmh? i dont know if this makes sense at all, since mending is the basic action for construction, it uses the same stat. (maybe i am wrong)

yes and the same statistic, to build or to repair, but what really influences is the construction or repair bonus

then that would be an ability for buildings not for builders

Even if the only thing it did was giving +1 action it still is one free build action.
Limiting repair is not even needed - among those two , construction is vastly superior, so nobody in their right senses would ever waste construction action (especially boosted).
Making just long cooldown still makes it much, much too OP.
Example: 1 single great transport with 3 wagons, each with 3 elite workers could make 2 castles and cannon tower. Or 4 cannon towers with longbow tower as a bonus.
Or emergency builded worker making crossbow tower by itself.

Also one little note - there is no way for denying repair currently, while still leaving construction intact.

well,his words gain shine, I cannot deny, I would become a politician if I were him ... besides, how does he exclude a topic? I have been thinking and really, putting this into practice, it would not work very well and it didn't make me happy with the idea. even monkey / saru the colossus excluded from Sotc would work better than that, @Endru1241 please could you exclude this?
