U need 3 towns to be allowed to build this
Libraries are buildings packed with knowledge and u can train a new unit
Scholar(exactly like a money courier but cant pay mercenaries)
And same stats but the spell would be called
"Provide information" which speeds up production
This is just a little way to speed up productions even more and wouldnt be like a mine that sometimes doesnt give u a loot cart and this is kinda balanced cause it needs 3 towns per library to be built.

Unfortunately there is no way to make any custom limits.
There is only 3 - mega, regular factories and unique.
I have requested custom limits on
List of code changes requests for AoS , but it's on the bottom.
So I don't see any possibility to implement it any soon.

Couldn't it be like the mining company? Like, it doesn't consume space in the construction bar.

This seems to me difficult to be implemented, in the technical part, of course, it would take a long time fixing and adding, not to mention bugs that may arise, it explodes my head just by looking.

It's true some other way to balance it could be used.
Easiest one - 4 turns to produce unit.
Longer, but sure to give turn decreasing on production.
BTW. Mine is currently balanced to give about 2 average cost of units, while taking 3 turns.
Now, that I thought about it, there are other ways:
- vanishing (only increased by sacrificing money unit)
- similar to vanishing, but e.g. increased by mega buildings (it could in fact require 1 mega to use all actions - as effect with action cost 3, just to keep library going
