Technologies affecting archery units and researched in Blacksmith does not have any effect on Mongolian Horse Archer.

I think this is intended.

But regular Horse Archers are affected.

Because they are affected by those techs twice (they have x2 actions and thus benefit from archery much more, if they would be affected by it simply because of that their cost would be increased by 1-2 turns without any changes to stats at all).

It also has no upgrade. Then it would be somewhat justified for it to have affected 2x.

It will in the future, there is a steppe building idea planned for it and it will get upgraded to mongudai

Anyway - as I answered in Mongolian Horse Archer Further Nerfed?

Mongolian archer is affected by blacksmith bonuses.
Both armor levels and Archery lv2.
Just to clear things out.
