They can summon mercs eventhough there aren't any carts for it. This "summon bug" also occurs to Crus. Leader after Hire Crus. tech invented. Already a number of players abuses the bug, if it a bug.

Hope fixed.

It seems to be related to new option for summoning cost - SACRIFICE_UNIT_COST_SUM.
Stratego already knows, so I am pretty sure there will be code fix soon.
