Improvements to Flamethrowers

Flamethrowers tend to be pretty useless during gameplay, I rarely use them... So, to give these weapons some viable function, I have two suggestions for them:
1. Apply "Fear" to garrisoned infantry units in buildings attacked by flamethrowers
2. Apply "Fear" and inflict extra damage on infantry units protected in trenches
