How about making it so landed aircrafts aren't categorised as Air unit anymore, but instead get the Vehicle category?
Feels weird that they can still get killed by AA turrets in their landed form. Imo transport airplanes are unpractical anyway compared to hovering vehicles, so maybe changing this would at least give them some use. (I mean by "unpractical" that they can carry less units, are slower, and need to land for (un)boarding units then start again next turn.) Also would make sense from a logical standpoint.
