Is this behavior intended? It does damage correctly in an area when hitting something, but when it misses and the shot goes to an empty tile, no enemy in the 2 tile range of weapon effect gets damaged.

Another case when weapon effect is stopped in execution.
The other is when target just got killed by attack.

I have to ask stratego to look at it.

Ass a hwacha user this is very disappointing. And the match that I was battling using full heacha force. But after the updates hwacha not working than I dont know what to do

How is the miss chance calculated? 15% miss x n speed?

For new hwachas I think it's 20% miss x n speed

Yup.
It was meant to have lesser effect towards all cavalry.

I have tested it on a set of unit all bundled together - didn't think weapon effect could disappear when no initial target exist on the tile.

Any new hwacha I am building seem to be getting +2 range. This is from the old blacksmith techs, I haven't researched the new ones yet, but presumably we don't want hwacha with range 9? I'll try to confirm if new range techs add on anything

Yes.
Old blacksmith techs affects all archer, while on new ones - ranged reach only affects flesh and blood ones.
Although ranged damage affects galleys, caravels and hwachas.
