If you start the game with the maximum amount of units and play as the Soviet Union, the BA-64 you are given can't capture cities. I encountered this problem while playing Skirmish, on the map City Z.

that is correct that the BA-64 can no longer take TC's as it has been replaced by the GAZ-64 in the last update. unfortunately the GAZ-64 was forgotten to be replaced as the starting unit, but this will be fixed in the next update.
