Draconian burning weapon

the ability of the Draconians that casts burning weapon, does not work, the effect is not cast but the action is spent

Does any other unit with burning enchant suffer from this?

I tried the warmage, the hospitaller and the dwarf living fire rune, they all work correctly except for the draconians
