Yes, gentlemens, you heard right.
The idea seems crazy, but I think technically, the game engine can affect the saturation/contrast/color of the map. For example, take the map "Storm-333"

Scripts will control this, for example:
cond: played X turns
eff: day/night change (set Brightness= -45; Chroma= -85
