Spy Steal Chance?

1. How much is their chance by default and how far stealing and anti stealing tech work for them?
2. Is there any different stealing chance for different building, like one production base easier to steal tech from it than others?
3. A small suggestion, can spy get any increase for success rate? They rarely can get into opps tc, and most of the times they succumb to opps attack with failure. And anti steal tech is more than enough to nullify it even with stealing I thought so this could be considered.
