perhaps making the dutch a subfaction for the french? they fought very closely in ww2, so that would make some sense at least.

Why don't you put it in the Allies faction only?

Maybe map editor for now as I have no time but as someone above said.
It can be put on Allies faction. I do wonder if it needs a solo independent faction to be added?
