Tracian Falxmen don't require writing? ANSWERED

Is that intentional? It seems a little too strong for me to leave a mercenary with cost 2 that counters heavy infantry and heavy cavalry and is available in TCs without writing requirement.

He's weaker for his cost than best mercs.
It's like that with all ancient mercenary units.
No writing req, but weaker.

While writing and comparing the numbers to show why I thought this wasn't the case, I found out that this was indeed the case, so... fair enough lol
When compared to varangians for example, they are only marginally better against heavy cavalry and a little better against heavy infantry, other than that, they are indeed considerably weaker.
