New structure built by the worker called college. Takes 6 turns to build. The college allows upgrades to be leveraged by multiple town halls and upgrade buildings.
Example: archer armour upgrade takes 4 turns by a single black smith shop. If I have two black smith shops, both could be set to archer armour and speeds up the total turns to 2.

Good but i think university would be a better name, a bit op though

Or rename it war college.
