So i was playing on a winter map and my units started to lose health i don't know if it's a bug or what but if it's not a bug them please make it to where we can research warm clothes for our units.

Hello, this is not a bug. This is an intended feature, wherein units will receive -1 HP every turn when on snow. This could be avoided if units stay inside trucks, villages, towns, cities, and other structures. A tech would be added in the future kinda like what you suggested here. Sorry for the inconvenience.
