All variants: flying units garrisoned (Question)

Makaw asked a change that i find maybe reasonable: he said in AOF there are cases people try to hold a TC (town) by simply sending in a flyer unit and enemy can deal only 1 damage on it with each blast (melee units)

question, choose:
a) Is it a problem in all variants and should be handled by eg. forcing all carried units to "land" and behave like a landed unit from that point(or moreover: a unit that can be attacked by any attacker - regardless it is targetable or not).
b) OR it is very good now as that is an extra task to send there a spy unit (to such seemingly tough to conquer TC) to lure the inside seeing what unit is defending.

a), I think that especially in variants like AoG or AoWw it makes little sense for planes to block capturing the tc.

It could be bypassed currently by not allowing air units to be made in tcs and tcs to carry them.

Ofc i vote for variant a indeed but i want to separate here grounded part from possibility to target it since we are planning multiple abilities for aof which must make unit untargetable by enemy. Disabling these abilities this way is not good.

Also i must add that in aof currently only 2 units have pability to look into tcs — assassin and shade — and shade will loose that ability later due to specialisation change.

Imo this would also be an improvement in AoS, since even flying scouts can hold on their own indefinitely against any melee attacker, so I'd go with option "a" too, so that they take damage as if they weren't flying units.
