TBD devastation was meant to be an aircraft carrier plane

A navy plane. I think it's alright if it's available there like his it is in Japan.

I am fine with this, gives the us carriers a somewhat better combat ability.

TBD Devastator should absolutely be available to build by carrier. To my knowledge, it is the only torpedo capable aircraft in the US arsenal at this time (though the Catalina should also be capable of torpedo attacks). The devastator also very slow. It is time consuming to get it to the naval battlefront from a land base.

that shouldn't be a problem to produce the plane on aircraft carriers
