Currently, USA don't have a tank in their first tech.

This is because M2A1 which is their main tank is an upgrade unit.

I believe that this was done because at the past, Sherman was available at first tech. And now that it's not, I think m2a1 could now be the main tank of US without needing to buy.

Of course Sherman would stay as built in unit since like others, it's their most recognizable tank.

the M2A1 was already a buying unit when I started here.

So unfortunately I can't help you with why that was or is the case.
