1. Too underpowered to be 3 turn units (not even equal to most 3 turn counterpart.
2. Can be produced only on industry 2 even though it was introduced in 1940

Suggestion.
1. Make it a two turn unit
1b. Make three turn but upgraded version a two turn.
2. Make it an industry 1 unit
2b upgraded version would be in 2nd industry

No, no. This only meant that they were delivered to the front in 1941, not that they weren't made in 1940. This is a small car. Even a day would be enough to make a single 1.
