Even after upgrading my troops to expert infantry they remain the same it doesn't apply over them

Did you get the blacksmith tech first, it is required to tier up.

Expert infantry tech alone will not upgrade your units.
To upgrade them you also need blacksmith techs.
For melee units you need sword and armor, for heavy shielded units you need sword and shield, for shooter units you need bow techs and armor, for thrower units you need throwing techs and armor and so on.
