I think that's not intented, because elephant archer and elephant handgonneer are.
Mahout also doesn't have that category, but I'm not sure if it should, since it's categorized as [Indian], and Rajput doesn't either.

Actually - I think I must have stopped there to wonder if elephants should get so high res boost and did not find out proper solution.
Easiest would be to recategorise war elephant along with two others as North African maybe?

I think they should, given that they cost 6/7 turns and require a separate tech just to move around decently, while also being very vulnerable to anti-mounted (and slowing poison, and demoralize). Unless they get more base resistance for being part of a culture, like Mahouts and Persian War Elephants do.
