Middle East shouldn't be affected by battlefield blacksmith?

I'm not sure if that was intentional, so I'm putting as a suggestion instead of a report.
I don't think battlefield blacksmith should be able to increase their armor and damage because they already get similar stats as [Culture Neutral] units when both are fully upgraded, and they already have a buffer of their own (Imam Khatib).
