Let fire siphon b buildable in greek building IMPLEMENTED

Simply cause its greek, like nordic hall making long boats, fire siphon and upgrade can also b available in hellenic building

I was skipping adding water units to land factories as it's free connection replacing cannals, but I guess Hellenic could probably get that.

Well nordic hall and siege workshop also working fine so shouldnt b too much problem
