Sd.Kfz. 234/4 and Sd.Kfz. 234/1

based on @DreJaDe suggestion a discussion was about it with @Jasondunkel - i was a little lost in our discussion what to set but now i set
- 234/4 is not upgrade of 234/1 anymore, they are separate units.
- 234/4 tech and 234/4 unit can be produced only in tank factory
- some bonuses changed that i could not remeber what i set days ago.
so uos already the change please check if everything is ok now.
