Heavy Tanks Speed 2->3

First thread "Tanks are too expensive" seems to have too much information. No one seemed bothered to read through it.
So I'll make this short.
Proposing
all heavy tanks to have 3 speed. Exceptions are interwar/ww1 heavy tanks that a few nations like Russia and Italy and Britain, France still have which will have 2 speeds instead. Example Tog I, II, T-35, Fiat 2000, Char B1 etc.
