PRI 1: Dwarven rams - OP [DISCUSSING]

Lucifer:Rams (packed vs unpacked) have differend building/repairtimes , 12 turns for packed dwarfen ram might be not enough
I mentioned human dragons and dwarf rams seem too strong, and fred mentioned their factories/construction costs are too cheap - essentially the same thing? fixing either one thing will fix the other.
