Tactician IMPLEMENTED

Tactician - 4 cost, not sure about stats, probably 20 health, no substantial attack

Ability 1: morale boost 4 range, +2 attack, +1/1 armor three turn duration, no cooldown costs one action

Ability 2: March targets self, 2 effect range, +1 speed, cost 1 action, cooldown 2, lasts 1 turn

Ability 3: defensive formation 3 range 1 effect range, -2 speed, +3/3 armor, +10 health, costs 1 action, 4 turn cooldown, lasts two turns

Ability 4: propaganda, range 5, some kind of debuff, tbd

Idea by escapingperil on Discord. Personally I dont think propaganda make sense as an ability for a tactician (or for it to be a debuff, feels more like a buff). I also would prefer for the defensive formation skill to not heal. Instead it can give full counter maybe.
