AI using upgrades when upgrades are not allowed - ANSWERED

Hi,

We were playing a multiplayer game where upgrades weren't allowed. As always, some players did not take their turns and the AI took over the control of these players. Now the AI players are building upgrades units like Samurais, etc.

Is this a bug?
