HOTSEAT : First turn visibility issues IMPLEMENTED

Playing a human on human game on one device (hot seat) with fog of war enabled I noticed that the first turn of the game, and the first turn of resuming the game after it closing and restarting, the first player will see the line of sight of the second player, getting a perfect vision of everything he has but being unable to move his own units because they cannot be seen, unless they are within the vision of the second player. This ends on the next turn, but can be rather irritating when trying to play a longer game to test units and strategies since I often close it and come back later.

this one is also fixed, also xtensive testing required to be sure no bug left/came in.
