US and USSR Special Tech:Tapping

The US and the USSR are known for their skills of tapping telegraph. This technology costs 5 turns and allows the player to see every single enemy's TCs and what are they training. What do you think

?

I'm confused. How does their skill in tapping allow them to do all that?

The Leader in the capital is the one that order all city. The Leader won't use messenger because it's too far. So the capital will just sent telegraph to the other city. Then the US or the USSR will tap their telegraph and sees what the enemy capitals are sending (where the city is, what is the order).

5 Turns to see everything they make?
That's too OP, maybe they could tap one city per turn or have the tech cost more.
Also this can be expanded giving other details like a list of the techs the enemy have and the units currently in the city.
Maybe those could be researches unlocked after this research?

How about the entire list of productions that have taken place in the city. That way you can pinpoint where the enemy is keeping it's more valuable productions
It can be like this:
You research the tech. Each turn you can tap one City/building
Either you can:
1) See the current Production and units stationed there
2) See the list of completed productions including both techs and units
