Its a score,it shows teams and also if somewhone is dead.
As far as i know the score increases for every TC and unit you own

It wont incase if you kill enemy unit?

I always assumed that it is related to what you have built and researched

I am almost positive that the score increases for every unit you kill based on its cost, decreases if one dies, increases if you build a unit, increases/decreases based on tc control, and increases/decreases for techs, based on cost. However, I may be wrong.
