Seems good, but probably should not be as good as dwarven warsmith, since dwarves should specialize in building.
Also, not so sure if we should reuse the name "war smith" on lizard folk.

I don't think it's much themed to the race.
I think that war smiths should be a dwarves exclusive. At least for a while.
