Spell/tech vote

This week we'll make a vote for techs and spells
Before voting i think we should finalize may proposals with a more detailed description (if they are new effect/spells) and with images.
I think i'll start a vote topic in a day or 2
I'm talking with Daniel about the vote mode (probably one proposal a time) but i'll make you know the vote rules as soon as possible
