High elves training fields - IMPLEMENTED

A bulding based at uruk tent,can train some elite elves,like elves saintel.
Elven sentinel is a wood elf (the look of the unit is made to have a leaf-like armor)
High elves will be trainable only at this building (like uruks cannot be trained at tcs)
