If you set up a game where you check you want it to be a bet game but don't fill the number of gems, game doesn't mind and creates a not-bet game.
I think it should rather stop you with a warning "either uncheck Bet game checkbox or fill the amount of betted gems".

Passworded game without password set probably behaves similarly, as a not-password game while it rather should ask for the password then.
